On June 11, 2013, the State of Colorado submitted requests for fire management assistance declarations for the Royal Gorge Fire burning in Fremont County and the Black Forest Fire burning in El Paso County. At the time of the request, the fires were threatening homes and businesses in both areas. Evacuation orders had been issued in areas affected by each of the fires. The fires both started on June 11.
FEMA Acting Regional Administrator Doug Gore determined that each of the fires threatened such destruction as would constitute major disaster declarations and the Fire Management Assistance Grants requests were approved shortly after requests were received.
