Royal Gorge Fire SBA Media Release

Low-interest federal disaster loans are now available to certain private, nonprofit organizations (PNPs) in Colorado following President Obama’s federal disaster declaration for Public Assistance (PA) as a result of the Royal Gorge Wildfire that occurred June 11 - June 16, 2013, announced Karen G. Mills, Administrator of the U.S. Small Business Administration. PNPs that provide essential services of a governmental nature are eligible for assistance.

SBA disaster assistance is now available in the Colorado county of Fremont. All interested PNPs should begin the process by registering with FEMA. At the time of registration, FEMA will determine if the PNP qualifies to immediately apply for a grant from FEMA’s PA program or will be referred to SBA to apply for a low-interest federal disaster loan.

SBA may lend PNPs up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. SBA can also lend additional funds to help with the cost of making improvements that protect, prevent or minimize the same type of disaster damage from occurring in the future.

For certain private, nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. EIDLs may be used to pay fixed debts, payroll, accounts payable and other bills that cannot be paid because of the disaster’s impact. EIDL assistance is available regardless of whether the nonprofit suffered any property damage.

The interest rate is 2.875 percent with terms up to 30 years. The filing deadline to return applications for property damage is September 24, 2013. The deadline to return economic injury applications is April 28, 2014.

Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure Web site at https://disasterloan.sba.gov/ela.

Colorado Office of Emergency Management Working to Identify Private Non-Profit Organizations and Local Governments Eligible for FEMA Disaster Aid

DENVER – Tuesday, July 30, 2013 – The Colorado Office of Emergency Management is working to identify private non-profit organizations and local governments that may be eligible for disaster aid as a result of the Presidential disaster declarations for the Black Forest Wildfire in El Paso County and the Royal Gorge Wildfire in Fremont County.  On July 26, President Barack Obama signed two major disaster declarations making disaster assistance available to state and local government agencies and some private non-profit organizations in Colorado.  A Fire Management Assistance Grant Program specialist from FEMA will be available to answer questions at the public assistance briefings.

Private non-profit organizations in El Paso and Fremont counties that suffered damage or incurred costs of at least $1,000 from Black Forest and Royal Gorge Wildfires are encouraged to contact the Colorado Office of Emergency Management at 720-852-6697 for potential referral to the Federal Emergency Management Agency Public Assistance Program and/or attend an Applicant Briefing to be held in each County:

Private non-profit organizations or institutions that own or operate facilities that are open to the general public and that provide certain services otherwise performed by a government agency may be eligible for Public Assistance. These services include:
  • Education
o   Colleges and universities
o   Parochial and other private schools  

  • Public Utilities
    • Systems of energy
    • Communication
    • Water supply
    • Sewage collection and treatment
    • Other similar public service facilities    

  • Emergency
    • Fire protection
    • Ambulance
    • Rescue
    • Similar emergency service

  • Medical
    • Hospital
    • Outpatient facility
    • Rehabilitation facility
    • Facility for long-term care for mental or physical injury or disease

  • Custodial Care

  • Homes for the elderly and similar facilities that provide institutional care for persons who require close supervision, but do not require day-to-day medical car

  • Other Essential Governmental Services

  • Museums, zoos, community centers, libraries, homeless shelters, senior citizen centers, rehabilitation facilities, shelter workshops and facilities that provide health and safety services of a governmental nature

  • Health and safety services are essential services that are commonly provided by all local governments and directly affect the health and safety of individual

  • Low-income housing, alcohol and drug rehabilitation, programs for battered spouses, transportation to medical facilities, and food programs are examples of health services

A major disaster declaration was approved for the State of Colorado last night by President Obama. The declaration prompts the release of Federal funds needed for the recovery of individuals and communities impacted by the Black Forest Fire in El Paso County.

Assistance funded by the disaster declaration includes:

  • Disaster Unemployment Assistance (DUA):  Assistance to provide unemployment benefits and reemployment services to individuals who have become unemployed as a result of a major disaster and who are not eligible for regular State unemployment insurance.
  • Crisis Counseling (CC):  Assistance to individuals and communities recovering from the effects of disasters.
  • Public Assistance (PA):  Assistance for emergency work and the repair or replacement of disaster-damaged facilities.
  • Hazard Mitigation (HM):  Assistance for actions taken to prevent or reduce long-term risk to life and property from natural hazards.

President approves disaster assistance for Royal Gorge Fire


DENVER — Friday, July 26, 2013 The Federal Emergency Management Agency notified Gov. John Hickenlooper today that Colorado’s request for a major disaster declaration related to the Royal Gorge Fire in Fremont County was approved by President Barack Obama.


A similar request for the Black Forest Fire in El Paso County is still pending.


“We are grateful for the federal support in the wake the Royal Gorge Fire and other fires this summer,” Hickenlooper said. “This assistance will help Coloradans recover and begin to rebuild some of what was lost.”


The disaster declaration triggers the release of federal funds to help individuals and communities. Specifically, the federal government will provide assistance:


  • for unemployment benefits and re-employment services to individuals who have become unemployed as a result of the major disaster and who are not eligible for regular state unemployment insurance;
  • for emergency work and the repair or replacement of disaster-damaged facilities; and
  • for actions taken to prevent or reduce long-term risk to life and property from natural hazards.
