State Emergency Operations Center (SEOC) Status Level 2
SEOC continues to support of the following: Fremont County investigation and hazardous materials support, migrant sheltering support in Denver, Marshall Fire recovery and DR4731. SEOC is operational Monday through Friday from 8 a.m. to 5 p.m.
Fremont County Support
On the evening of October 3, 2023, deputies of the Fremont County
Sheriff’s Office were dispatched to 31 Werner Road, Penrose Colorado, in
reference to a suspicious incident. Upon their arrival deputies
learned that the building was owned by the Return to Nature Funeral Home
based in Colorado Springs Colorado.
On
October 4, 2023, FCSO investigators, the Fremont County Coroner’s
Office, and the Colorado Department of Regulatory Agencies executed a
search warrant on the property and determined that human remains were
improperly stored inside the building.
As
of October 5, 2023, The Fremont County Sheriff’s Office is working with
the Fremont County Coroners’ Office, the Colorado Bureau of
Investigation, the Colorado Department of Regulatory Agencies and the Federal Bureau of
Investigation.
On October 5 Gov. Polis verbally approved an emergency disaster declaration to approve state resources in support of the investigation and hazardous materials clean up with the activation of the Colorado State Emergency Operations Center and support of the Colorado Division of Homeland Security and Emergency Management.

Disaster Declaration DR4731 June Severe Storms, Flooding and Tornadoes Incident
- August 25, 2023 President Biden approved Colorado's disaster declaration request and it is formally known as DR4731.
- Public
Assistance Grant application deadline is Friday, September 22. All
applicant briefings have been completed for the initial approved
counties. The deadline for the counties added onto the declaration is
October 20.
